Options for Growth

The General Plan project team (i.e., City departments working on the GPU) is currently exploring three big-picture ideas for how Oakland could grow over the next 20 years – such as where new homes, jobs, parks, and transportation might go. These “Options for Growth” have been designed to respond at a very high level to various community priorities for the General Plan that Oaklanders have shared over the last two years, including:

  • Creating walkable neighborhoods
  • Safe transportation for everyone
  • Affordable housing
  • Better access to parks, services, and healthy foods
  • Economic growth that benefits all Oaklanders
  • Cleaning up industrial areas
  • Improving safety, and
  • Climate resilience

This survey will present details about the three potential Options for Growth. We want to know what you like and don't like about each of the options. Your feedback will be used to shape the next stage of the General Plan. Keep in mind that elements of the three options may be combined and should not be seen as completely independent of each other. Oaklanders will be able to address specific topics for the General Plan in more detail at future surveys and community events.

Commonalities Among Options

All three options incorporate policies and capital improvements from adopted plans developed by the City of Oakland and regional organizations like AC Transit to improve land use, transportation, and open space in and around Oakland. Key differences between the three options include:

  • The locations and density of new housing and jobs;
  • The total amount of growth; and
  • The locations and types of proposed transportation and park improvements.
