Each of the three Options start with a goal of shared growth and improvements for all Oaklanders.

All three Options support the following:

Land Use

  • Add new housing and jobs Downtown, around the Coliseum, and around major transportation corridors and transit hubs across the City;
  • Add some multi-family housing, Accessory Dwelling Units (ADUs), and local shops to existing neighborhoods;
  • Support and strengthen existing neighborhood commercial areas and main streets;
  • Explore different ways of more equitably distributing amenities and investment(like infrastructure, tree planting, and other projects) throughout the City;
  • Support arts and culture and their place in the City (cultural centers, public art, spaces for artists to live/work);
  • Modernize industrial areas to create more jobs, support community development, and reduce pollution and noise; and
  • Limit new development in areas at risk of environmental hazards like flooding, landslides, and wildfire.

Transportation

Improve walking, biking, and transit connections throughout Oakland by completing ongoing transportation plans and projects, such as the City’s Pedestrian Plan, the East Bay Greenway, and the West Oakland Link.

Parks and Open Space

Create new waterfront trail connections along the Central Estuary shoreline and the San Leandro Creek, south of I-880.

Research & Development (R&D)

Create new employment districts for R&D jobs – these include technology, life sciences, the green economy, and advanced manufacturing.

Hegenberger Road

The Options explore different scenarios for Hegenberger Road, a major street that runs from the Oakland International Airport to International Boulevard. Reimagining Hegenberger Road is a priority for East Oakland communities.

Total Growth

The Options include a “baseline” assumption of 68,290 new housing units and 48,040 new jobs by 2045 (in addition to 189,700 housing units and 217,680 jobs presently), resulting from buildout of the Downtown Oakland Specific Plan, the Housing Element, and completion of projects that are in the current planning and development pipeline.

Equity

Promote greater equity, with Options offering varying strategies for maximizing potential benefits and minimizing potential burdens on Oakland’s Environmental Justice communities.
