How will my feedback be used?
The General Plan is the City’s roadmap for achieving the community’s vision. Your survey input will help shape Oakland’s land use pattern and policy direction in the General Plan. A report summarizing feedback from this survey will be posted on the project website once the results are analyzed. All survey responses are anonymous and no identifying information, such as names or email addresses, will be publicly shared.
What is Oakland's General Plan?
The City of Oakland is updating its General Plan that guides the development (what gets built and preserved) of the City. It includes a vision, goals, and policies that all future City decisions must follow. All California cities are required to have a General Plan that covers a range of topics, called “elements.” Oakland’s plan hasn’t been fully updated in nearly 30 years. Participating in the General Plan Update is one of the most effective ways for Oaklanders to share their priorities about the City’s future.
In 2023, the City adopted the first part, or “Phase 1,” of the General Plan, which included Environmental Justice , Safety , and Housing elements. These elements include policies and actions that will guide the City on decisions related to racial equity, affordable housing, protection from natural hazards, healthy foods, and more.

Development in Oakland (such as where freeways were built) has led to unjust outcomes for some Oakland communities, including pollution exposure, gentrification, and displacement. A central guiding principle of this General Plan Update is to undo the impacts of these past practices and create a fair and just City.
