Oakland General Plan Phase 2 Survey

Oakland's 2045 General Plan Update process is a once-in-a-generation opportunity for all Oaklanders to work together to create a visionary blueprint for the future of our City. While addressing the full range of topics that shape the physical layout of the city, the Plan will be rooted in racial inclusion and equity and address existing disparities.

Building on previous input, we want to hear from you about what your neighborhood needs, how Oakland should plan for housing and jobs, and what the City should focus on to improve transportation, parks, and recreation.

Please take this brief survey to share your thoughts. This survey is one of several opportunities for people who live, work, or visit the community to provide feedback and share ideas about the future of Oakland and how our community should evolve over the next 20 years. This survey will remain open until October 31st, 2024 at 5pm.

Project Phases

Phase 1 began in November 2021 and included development of the Housing, Environmental Justice, and Safety Elements, adopted in October 2023. Phase 2 focuses on the Land Use and Transportation Element (LUTE), Open Space, Conservation, and Recreation (OSCAR) Element, Noise Element, and the Infrastructure and Capital Facilities Element.

How long will the survey take?

You can expect to spend about 10-15 minutes on this survey. Some surveys have map-based questions, where you can add as many pins/ideas as you like.

How will my feedback be used?

Your input will help shape areas of focus and policy direction in the General Plan. General Plan policies are the City’s roadmap for achieving the community’s vision. A survey report will be posted on the project website once the results are analyzed.
